InDesign: Trouble adding color swatches from the swatch palette to library

I cannot add color swatches in a particular brochure from the swatch palette to library. (I have rebuilt preferences)

1. When swatches are selected in the swatch palette (1 or all) there is no 'add to selected library' visible in the swatch palette option dropdown
2. I cannot drag and drop to library from swatch palette?

Does anyone know why?

Please tell us exactly which version of the app you are running and the operating system. Please also provide a screenshot of the Swatches Panel and the CC Libraries Panel.
