Is it possible to create hyperlinks to other documents in a book without opening the destination document?

Apparently not; InDesign automatically opens the other document.
For a link to a page: InDesign needs to know the page numbering.
For a link to a text anchor: InDesign needs to know the name of the text anchor.
Can I ask why you feel this should be possible?

It takes time to open the destination documents and to reduce time incase of more number of hyperlinks to be generated.

Excuse me, but I think hyperlinks can be created, with just an open document, from selected text there, to other files (any) other files in the Book or not, they will not need to open. Of course, they will just go to 1st page of those files. You need several links or a link to a page or text frame?, in that case the ID files need to open. You may also define Destinations.
If your system memory allows, you can open (some of) them ahead in time. 🙂
