Level 1 numbering not shown correctly on level 2

I have an issue with creating numbering for subheadings. Even though I have ^1.^#.^t in the number field in paragraph style options. Even though the chapter's number on level 1 is 2, it keeps numbering the subchapters as 1.x. Same happens in all chapters.Screenshot 2019-11-03 at 16.43.21.pngexpand image

Check the 1st level mode. Is it "Continue from Previous..." or "Start at..."?

The setting on level 1 is 'Continue from previous' since I want them to continue from previous file/chapter.

Your text frame may not be threaded.

 

Try this:

Do not work with the [Default] list.

Create a custom list where Continue Numbering Accross Stories is turned on and try again.

Work with your custom list in your headline numbering and also in your subhead numbering.

 

From my German InDesign CC 2019 where I am about to create a new custom list:

 

CustomList-ContinueNumberingAccrossStories.PNGexpand image

 

Before working with the custom list in paragraph style Headline and paragraph style Subhead:

 

BEFORE-CustomList-ContinueNumberingAccrossStories.PNGexpand image

 

After doing my custom list and applying that list to both paragraph styles:

 

AFTER-CustomList-ContinueNumberingAccrossStories.PNGexpand image

 

Note: The text frame on the left is not threaded to the one on the right.

If both frames were threaded it would not need a custom list for continuing numbering.

I'm working with a book, but all the text within each file (one chapter in one file) are threaded for sure. Creating a new list did not help.
