When I click any menu item in the top, for instance File, Edit, Layout etc I get the drop down list BUT when I try to move down in the menu it skips to menu that is left of it! So never get to explore the menues with my mouse. Is this some new surprise from Adobe in last update too?

IDEAS-training. This is a long thread over two pages. Go back and you'll see that I've tried everything you mention.
Btw. The only time I've seen pixel glitches like that in PS before was years ago when my PC was very overloaded. Seems to me that 4K + Windows + Adobe = potential trouble. My experiences these few days leaves no other conclusion. And I have placed some 4K searches on the forums that leads in the same direction, alltough some setups are working fine. But I can't be a crash test dummy and try all sorts of "hacks" to make this marriage work. I'm not in need of 4K anyways. I'm fine with 2560×1440 resolution. Having said that however this has been one heck of a learning experience! But I'm not sure if I resolved anything, I'm kinda stuck in between and I think Windows and Adobe should have lunch. Apple and Adobe solved this thing way better by the look of things.

Both my tower and laptop have 4K monitors. My tower also has two 1080s.
I did read the thread. I didn't see HDMI mentioned anywhere. The video card was mentioned once but no mention of what specs it supports.

150% is good so we’re getting somewhere.
Now please follow my earlier directions to check the UI scaling preference. This is quite easy to do using the keyboard. No mouse needed.
Alt+E, down arrow to preferences, right arrow to UI scaling.

When you reply to a message in your inbox, using the web interface (desktop version), there is no way to direct a reply to a particular message. This reply says it is to "perrybrus". This seems a bit of an oversight if message threading was intended to be important. I pay no heed to it.

I am having a similar issue. If I click the File, Edit, or Layout menu and then move the mouse down, the selected menu closes and the Window menu opens. This does not occur in other menus, and it only occurs in one of my three monitors (the largest). I can still navigate with the arrow keys, if necessary.
I have already tried clearing my preferences.
I have version 13.1 x64 and am running Windows 10.
