How we can open web URL link in new tab/window in chrome?

When i open interactive PDF in chrome and click on any web url links, its open in same tab. So whats the process to open web url in new tab/window.

Hi,
I am not sure if there is a setting, but clicking the link with CMD ( CTRL win) opens links in a new window.
