PDF interactive protection

I would like to make an interactive PDF and give access to some restrict users to be able to download it. Is there a way to protect my PDF interactive so only specific users can download it? Maybe somewhere on the cloud so the user must put his credentials to download it?

You can set a password to restrict people doing things such as printing out the PDF, but a skilled person can overcome the security measures.

You can't password protect an InDesign Publish Online document.

Keeping it from being downloaded is not a PDF issue, it's something you would set up on your website.

Will everyone be able to SEE it and just some can download it? If so, if it can be seen, it can be captured in one form or another.
