Sent out a print job about a week ago. 300 copies. All the images in the book are low quality. Looked into it today and learned that this was a known issue with the 2018 release and PDF exports.
Before you all say it, I did run a test print...but I did it straight from within InDesign and not from the exported PDF. Also, maybe the printer should have noticed...either way...costly issue due to Adobe‘s poor quality control.
Adobe needs to have some sort of notification system in place to immediately inform its customers of known bugs. A simple email and this could have been avoided.
Now I’m out $400. Thanks Adobe.

With all due respect, you should always print from the exported PDF as a proof as opposed to direct printing from InDesign. They are two totally separate mechanisms! If you did that or even viewed the PDF in Acrobat/Reader before sending it off to print, you would have noticed the problem and saved yourself the $400.

I can’t argue with you there as you are absolutely correct.
It‘s just baffling that something as common as exporting a PDF wouldn’t be thoroughly tested before release.

Actually, it didn't fail in all circumstances and there were very many prerelease users who did not encounter the problem. Not an excuse, but an explanation.

It was in the original release in some instances where the user installed choosing to migrate preferences. It’s been fixed.
