Preflight is turned on but not working. The circle is grey and says Checking. The error box is blank even though there is preset text.

Well, the fact that it says "Checking" suggests that it is indeed working. It should, however, eventually complete the check and indicate errors found, if any. So without knowing how long or complex the document is, one can't say why it might be taking what seems like too long a time.
