That is a very old version of InDesign. Is there some reason you haven't upgraded?

 

I'm asking because about the only suggestion I'd have for fixing this is to uninstall and reinstall but there's no good way to do that since only InDesign 2020 and 2021 are available.

Sorry to hear about your experience. I agree with Bob. Is there any specific reason to use the old version of the app? Are you able to skip this dialog box by clicking on "No" and work on the app?

We'd recommend updating Adobe apps to the latest version. You may follow this help article to do that.
