QR codes have to work correctly on several levels to be functional, and that functionality can vary with the reader and the destination app on each platform
.
I notice you are using Adobe Express — which has raised some problems of its own — so I am not sure this reply or the essay below will be of specific help. You might get a better answer in the Adobe Express forum instead.
First, does the URL, entered directly and exactly as it's encoded, work correctly on each of these platforms? If the address itself is somehow faulty or mis-parsed, it has nothing to do with the QR code system.
Second, does the URL include accented characters? There are known problems with readers correctly parsing characters outside the base ASCII set, mostly in vCard data loaded into iPhones. But if you have accented characters in the URL, try to eliminate them if possible.
Third, try using alternate QR code readers on each platform. (On Android, for example, there is a system-level reader, and then many apps that will read and direct codes. Try at least two variations on any faulty platform to make sure it's not the reader.)
And finally, even if the code is correct and the reader is parsing it correctly, how the reader hands off the data to the destination app can be an additional variable, one that may or may not be controllable or correctable for all users on all platforms.
QR codes are universal, but only as long as all these steps are handled in universal ways, which is not the case on every platform.
