suppose i want to recreate and resize pdf in inches and all below is needed:
Bleeds: .5"
Text safe zone: .25"
File Format: press-ready PDF-X-1a
Model: CMYK (Process)
Fonts: Outlined
should i use indesign? as i am new to adobe apps

InDesign can only PLACE the PDF and it won't be editable.
If you resize the PDF then the resolution of Bitmap images could be affected. For example if it was A5 and you want A4 the scale up to size in A4 will reduce the resolution of Bitmap images.
You can recreate the PDF in InDesign and you can do this by creating a new document with the correct size, bleeds, margins etc.
If fonts are outlined - you would need to reset the type or carefully use OCR in Acrobat to generate the text and check it carefully.
Ultimately - you can Place the PDF (and it behaves like any linked object) - and resize it and see if it fits your requirements.
But it would depend on the content and your desired output and if it suits your needs.
