This is a minor, almost inconsequential bug, but it might concern some. If you know about it, you can ignore it until a slipstream update fixes it.
If you are relinking some files – for example, replacing .psd files with exported .jpg files to prevent the file from crashing InDesign 19.4, which is what I was doing – it might cause some concern.
Here is what I see when I am thusly relinking a bunch of .psd files to .jpg files. (I had to move the .psd files out of the folder to a backup folder just to get InDesign to open the file without crashing, even when opening an .idml file – recent updates to InDesign have solved a lot of problems and added a lot of features at the cost of making InDesign unable to open large files without crashing, large files that previous versions could open.)
Note the file dates for the Magnetron files. Now, here is what Windows File Explorer (actually Directory Opus which is a wonderful replacement for File Explorer) shows:
As far as I can tell, it is indeed the properly-dated files (ones I just exported from the .psd a few days ago) that are being linked, not some older version that's not even there anymore.

No idea why you have to save as jpg from PSD - I'd rather save as a tiff instead it's a better file format
And InDesign has a relink to file extension

...Thanks for the tip about relinking multiple files at once. The issue I raised is of the dialog box not showing the changes in the date/time of files I changed a few days ago. This led to some confusion.
As far as TIFF vs JPG, I realize that JPG is lossy, but given I was switching from PSD files for performance reasons, the JPGs are much smaller and therefore perhaps less overhead as decoding/expanding the JPG doesn't take much CPU work, so I thought that might be better. It was certainly better

Maybe an overly complex PSD file would cause issues - I can't say for sure without examining your files and workflow and final output settings.
But if it works for you then great. If you're happy with the result then that's all that matters.

As usual, Rovert, you're right. I use Directory Opus instead of File Explorer, and it defaults to date modified. However, InDesign uses File Explorer in its dialog box, which shows Date as date created… even if I overwrote the .jpg file with a new one. Sigh.
