Stuck in a mode..?

I've got an editor I'm working with and she somehow stumbled into a mode I've never seen before. Her mouse has become this little circular-dot-cursor and its altered the way she works with the document. I've hit all the major places I usually see things change for ID but this.. this escapes me on how she got there or how to get her back.

Does anyone have a clue they can share?

That is the Transform/reference point for selected objects if I see it correctly.

Ah! I think you see it correctly. At least I have a name to it now. 

Now the question remains why is her cursor stuck in a transform/reference grab point that doesn't go away or change on quit/reload.

I'm going to see if resetting her preferences helps. This feels more than a mode shes stuck in as when does your mouse get stuck as a reference point...?

I'm glad you're restoring preferences, usually a good troubleshooting step.
