Please see the attached video for a visual representation of what's happening.
I've been using ID since the beta version way back in '99. But in one of the recent updates text wrap suddenly acting bizzare for me. Maybe I bumped a dumb setting somewhere?
When I turn on text wrap for an image frame, it seems the wrap is applied to the content inside the image frame and not the actual frame - even when I specifically select the frame.
That's fine, except when the content inside the frame doesn't entirely fill the frame (again, check the vid to see why this sux).
My workaround is that I have to select the frame contents (SHIFT+ESC), cut it (CTRL+X), then set the text wrap settings to the empty frame... Then paste my image back into the box with "Paste into" (CTRL+ALT+V) so it's exactly where it was before I cut it.
This doesn't seem normal. Just dumb and cumbersome (Dumbersome?). Is it a bug? Or a weird setting?

Just tested it in 2022 and it's the same.
Probably a bug or unintentional behaviour.

No bug, user error on selecting correct path/channel/frame etc setting in the panel.

I've given a more detailed explanation how to replicate the buggy looking behaviour - to me it looks like it's changing and deciding by itself depending on how you interact with it.
Which is unexpected.
Hope it makes sense and if you can reproduce it.
Changing afterwards is always an option, but unexpected behaviour, you might not catch it.

You need to select GRAPHIC FRAME for Contour Options - instead of the default value - SAME AS CLIPPING:

Testing again it seems like a bug to me still - where changing it after the fact negates the buggy related expectancy of how you'd expect it to work.
You'd expect the Text Wrap to maintain consistency when cutting and pasting and paste into and all that.
It's a bit of a dance - but I can see where the buggy looking behaviour is coming in.
With no image - the text wrap is fine.
When you place an image into it is very normal looking and as expected.
 
 
Reset the Text Wrap
 Then it changes to as Clipping
Cut out the image again and paste into
And it is still as Clipping but it looks normal
 
 Looks like buggy behaviour to me.
As the last screenshot shows the same settings for the text wrap, yet the only difference is the Paste Into.
On the previous if you change the Text Wrap on and off - it shows 'incorrectly'.

In your screenshots, sometimes you have the image (content) selected, sometimes the frame, there is a difference.

It switches by itself to the graphic.
2nd last screenshot shows Same as Clipping with the graphic selected
Last screenshot shows Same as Clipping with the frame selected.
It seems to be switching the Type but doesn't change what it's showing as the Type - says Same as Clipping for both.

Hi @mogsta ,
I see the issue as well with my German InDesign 2025 v20.3 on macOS.
After placing an image to a circle and selecting the circle ( not the image inside ) , Text Wrap's third button from left applies the wrap to the image and not to the circle.
This behavior could yield to a very strange result like that. From the same object some screenshots:
Wrap expanded to 3 mm:

Well, that is strange.
