text jumping around in frame, frame not snapping to text edges

Hi all,
I had been using indesign 2017 until a recnt upgrade to 2019. I am now having terrible problems with text frames that I never had before!
I used to choose the option to shrink the text frame to the text and then position the frame against my guides etc.
It seem that option is gone, now I have just the auto re-size options.
It seems that no matter what I try now however, the text frame doesnt shrink to the actual outline of the text, it leaves gaps above, below or at the edges. No matter what I choose in the options for justification etc.
What is more, when I move the text frame around, the text starts jumping about in the frame depending where I position it on the page. Its so frustrating! I cant line anything up with my guides!
I gather this could be to do with the baseline grid options but I have tried a few things and I cant fix it.
Does anyone have any ideas??

There are a few things to try. First, with a problem frame selected, go through Object>Text Frame Options and make sure that Inset Spacing is set to zero and "Ignore Text Wrap" is checked. Then go through Window>Text Wrap and make sure that no text wrap has been applied (as highlighted in the screen shot below). If you do these steps (minus a selected frame) with no document open then quit the program it will become the program default for all new frames after InDesign's relaunch.
