I created 2 templates for posters. They are the same except that one is setup for 12 X 18 page and the other for an 11 x 17 page. I created the 12 x 18 first and put my background on 1 layer, header and footer text/graphics that do not change on another layer, Text that does change on a layer, and photo's that change on a layer. I created the 11 x 17 one in the same manner, layers arranged in the same order. Here is the problem. On the 12 x 18 one, if I stretch my text boxes up to the pictures on the picture layers, it wraps the text. On the 11 x 17 one it does not. I have checked, I do not have the "suppress text wrap..." option selected on any of the layers. I have also checked that I have the text wrap options set to the same on both templates. I have worked around this by moving the pictures I want text to wrap around to the text layer, but would prefer to figure out why this is happening. Any help will be appreciated.

Good god, NO! That is a legacy setting for converted Quark documents and should, IMO, NEVER be used.
Without seeing the documents it's practically impossible to diagnose what's going on here. If the OP would like to put them in a dropbox folder and post a link here, I'm sure someone can figure it out in a couple of minutes.

Of course, but that option determines the different behavior of the text wrap...

Well, if by check you meant, check to be sure it’s off, I agree, but you have it enabled in the screenshot.

I did not think of it until you said this was a legacy setting for documents converted from quark, it was converted. Sorry, I did not remember that until you said it.

That solved my problem, thank you very much.
Also, I would like to thank Bob Levine as well. I did not mention it in my original post, but the 11 x 17 template had originally been converted from quark, I did not think of that until Bob mentioned it.
