How to Fix Text Scaling Issues in InDesign When Using Keyboard Shortcuts

Hello, I have problem. when I using the shortcut crtl, the text is reduced in place with the frame. while the shortcut shift, it works correctly. I don't know if this is true for everyone.

As far as I know this is standard InDesign behaviour.
