If you have the latest version of InDesign, in the Layout > Table of Contents dialog, check "Make text anchor in source paragraph" in the Options at the bottom and see if that fixes it.

Hi there,
Why do I still get this problem when I don't have a Table of Contents?

Probably because you don't have a TOC. 🙂 EPUB really expects to find one for the dynamic — reader-generated — TOC, and if one hasn't been set up and updated, it may find fragments of other links and old anchors and get confused.
Create a simple TOC of chapter headings or the like. Generate it. When you get the text placement cursor, either drag it into a little square, then delete it, or hit Esc. That will leave the essential TOC list and markers in place for the EPUB export.
It's best if you give this a named TOC 'style' and then specify that style in the export, but you can use [Default] as well.

Thanks Steve
I have studied a lot of this problem in this Forum. And of course I checked "Make text anchor in source paragraph". I have done new documents and also only tried to export just the document TOC.
I have the latest InDesign 2018 and OS 10.11.6. I tried also on another computer (same OS).
It is said in Forum that "Text Anchors" showing up in Hyperlinks, but its empty also in Bookmarks
What to do?
(I showed My HTML ”Stories" earlier. Is it anything there?

You're in it now. I moved your post to the InDesign EPUB forum.
From the InDesign main page, click on Overview (under the ID logo). On the Overview page, there's a link to it on the bottom right under RELATED COMMUNITIES.

I had the same problem.
I solved it checking what I had put in the "articoli" list (I don't know how it's called in English, the list where you put all the parts you want to export to epub).
I found that in a few of them I had forgot to put the titles of the chapters. These titles had the styles that the automatic toc used to recognize them and correctly manage the corresponding links.
I'm sorry I'm late, I hope I was at least able to explain, without knowing the English menu voices
