Trouble with Moving and aligning text box in indesign

I am working on a document where there are several black text boxes, i am trying to move them up and down however when i do so the other black text boxes move up and down as well, messing up the format, is there a way to only move a single one without reformating the rest of them? The yellow and beige on the bottom i am able to move just fine without everything reformating, i have attached the file. thank you for the help

Seems like someone has made two text frames that overlap - the black text contains a table

and the black frames are added below it in the layer order

Remove the frame with the black boxes

And apply pargraph shading for the black rows

 

It should be setup as a table though - but it's a bit messy to change it now.

 

Then you can control the spacing using a Paragraph Space Before in the Style
