Using Templates

I have created a template as a starting point for a number of forms and documents. I can hunt for that file in the open dialog, but shouldn't the template show up in the open screen somewhere? Maybe the "Saved" list? Is there a directory they need to be in?

It does not do that with templates (and also any document when opened "As Copy"). ... Which is quite annoying, as I also work a lot with templates.

Perhaps post a request for a separate "Recent Templates" menu option on Adobe InDesign: Feature Requests: Hot (796 ideas) – Adobe InDesign Feedback​?

InDesign remembers the last... files (the number you chose in the preference) , you did open before, no matter, where they were saved. So it is up to you to create a folder with your templates or to invent a system with your projects/clients...where the templates are included.

The templates don't make that list, only the documents you make from them. I realize I can navigate to where they are stored, I was just assuming that since they give you a way to create the templates, and a way to see ones that you purchase from the splash screen, that you could also see your own.
