Made a couple little changes the other day. For example, now when you click on the 2015.4 in the upper right corner on the first 2 pages, it takes you to the 2015.4 update page in the guide.

The PDF has a link to download the latest version. You may have an out-of-date version.

Where is the pdf document? All I am getting is a 404 error and something asking me to join dropbox.

It must be that the Dropbox location was lost or changed, because apparently the original file link no longer worked...
But good news, the link above has now been updated to reacquire a working copy.

What am I doing wrong? I can't seem to open or find the file. I have Dropbox. When clicking on the link it shows the Adobe InDesign bar and the new features but can't click on anything to take me to the file. I have tried the link at the top of the page saying it was modified and also the link directly above mine. Thanks in advance. I am a Creative Cloud member since day one.

As Rob pointed out, there's a "Download PDF" button at the lower right that you can use to grab a copy.
Or, you should also be able to browse through the guide online – try it with the left and right arrow keys.
Either way, it's not necessary to have Dropbox... The file now uses InDesign's 'Publish Online' facility, and is stored in Adobe's cloud.

In the Publish Online interface, if the publisher has enabled the ability to download a PDF (which James did), you will see an icon at the bottom right which allows you to download a print PDF file.
