Hello everyone,
I'm here because I am in the process of making a catalog.
I would like to have alternating colors of grey and white in the rows.
I have searched up on google and youtube, but they only show how to alternate grey and white cells using a table.
I am currently working with Indesign CS4.
I first open Indesign -> Click "Table" -> Cell Options
After I click Cell Options, the following options are greyed out and is not clickable.
Please Help!

Did you try clicking on Table > Table Options in order to define alternating row fills? And of course, you have to have a table selected to do this.

In your title, you say (Without Table). Does that mean you don't want to use a table? If so, it can be done with alternating paragraph rules set as wide as your type is high, and colored as you need, but it only works if every line of type is it's own paragraph.
