Wrapping folder: empty pages > PDF

Hi there,

I have to redesign the content a wrapping folder (6 pages) for work. The Indesign file from my ex-collegue who had created the file, has got empty pages in the middle. What is the reason for these empty pages and 

what do I have to consider when exporting the wrapping folder into a correct PDF for the print agency?

Picture 1 would most often be referred to as a tri-fold.

The document would most often be set up as the entire size of the unfolded panels (or would include bleed area), 2 page document.

What area is blank? Is it a 6 page document or 2?
