Document published via Publish online cannot have their URLs customized/shortened.

None i know of. You can shorten it using Bitly | URL Shortener, Custom Branded URLs, API & Link Management

You can use an embed code to show it on your website but that's it. It will be hosted by Adobe.

No. You cannot use publish online on your own server.

You can look into In5 from Ajar Productions which does a great job with HTML exports.

As mentioned, Publish Online documents are only available as being hosted by Adobe. You can include other formats, such as PDF included on your website for users to download.
