Inconsistent Font Lists

When editing my document in inDesign 2017.1, if I go to Type | Fonts I get a nice long list that includes the one that I would like to use on a new paragraph style that I am creating. However, when I go to the 'Font' drop-down for selecting the font in my paragraph style, the desired style is not showing up. Case in point: desired style is Berlin FB, which shows up in 'Type | Fonts'. However, when I try to select that font face in the 'paragraph style' font drop-down, only 'Berlin' (unqualified) shows up. 'Berlin' [alone] is, BTW, NOT present in 'Type | Fonts'. So, I'm somewhat confused by what is going on here. Any ideas appreciated.

Font Family and Font Style lists in a Type > Fonts and Paragraph Style Options > Basic Character Formats are organized a bit differently. There are reasons, you just should get used to it:

If this is not an answer to your question, some screenshots of what you mean would be very helpful.

Update: BTW, in Character Style Options > Basic Character Formats, if you leave Font Family field blank (what is not possible in Paragraph styles), Font Style menu is different again: here you'll find ALL font styles ID thinks are possible. Again, it has a logic here.

Thanks; I realize the displays vary in different context settings, but what I am finding is that the set of available fonts differs, especially with the Berlin family that I like to use in my documents. Here are screen shots to show you what I am seeing.

First, a portion of the Type | Fonts list:

Next, a screen shot of available fonts when I go to create a paragraph style:

BerlinSans and BerlinSans FBDemi are missing from the first set, and BerlinSans FB Demi Bold and BerlinSans Light are missing from the second set. This is the inconsistency that I am trying to understand. I would like both lists of Berlin fonts to be complete. I am quite certain that I have used fonts from the first set in prior documents that I have created, and equally certain that the current document was spawned from an template created from a prior document. So I’m bit confused by what is going on here.
