What is second solid blue border around text and image boxes

How do I get rid of second solid blue border around text and image boxes? I have no idea how I turned it on, nor what it is.

Sorry. This was an InDesign issue. Figured it out -  text wrap in InDesign. Now, how to take this post down?

Turning off text wrap should do.
