I just recently got a new laptop that has a 4K screen, and the panels and text within the program are so tiny. Even when I lower the screen resolution or drag the program onto my non-4K second monitor, it doesn't change the problem at all. I've been searching the internet for over an hour and can't seem to find anything. How do I adjust the scaling?

Actually there is away if you manage to override the Adobe manifests by using the technique given this article:

What version of InDesign? UI scaling is not available in CS6 or earlier. If you are using CS6 you can stop reading now.
Assuming you have the latest version of InDesign. What is the operating system display scaling set to (right click the desktop and choose display settings)?
Try 150% and 200% and then set the InDesign UI scaling (edit>preferences>UI scaling) to use the smaller scale (which is also 150%) and larger (which is 200%). This will keep those percentages in sync and give you a sharp display.
