P: Preferences opening behind 2nd window

Using two displays, preferences and system report may both open and can be moved behind second window. 

Lightroom Classic 9.2 2-11-20 release. Mid-2011 21" iMac, macOS 10.13.6.

Windows does not have the system-wide menu bar like the Mac, that stays on one display.

Lightroom allows control of the Windows Menu bar by Shift+F or clicking on the 1 on the left of the filmstrip bar.

Indeed, I just tested on Windows 10 and Preferences opens in front of the secondary window rather than behind.

However, Windows has the annoying window menu bar, while on the Mac its always in the same place. Lightroom on Mac actually has different menus at different times- there is a shorter menu layout as seen in the screenshot, while on Windows, the menu doesn't change.
