I’ve passed this issue along to the Lightroom Classic dev team, and they confirmed it’s a known issue related to how drawing works in Windows. It’s tied to the Windows framework that Lightroom Classic uses, which isn’t very GPU-efficient. It’s not a hardware performance issue, so upgrading your system likely won’t make a difference (even though it might seem like it should).
