The Capture Frame feature is not working properly. It used to create a JPG and save it stacked with the original video. Now after executing Capture Frame, the JPG is created in the same folder as the video but it is not stacked nor entered into the catalog. Seems to be a recent regression perhpas with the latest version. I am on 11.2. I definitely used this feature successfully on a previous version but I can't identify specifically which one.
I am required to select a topic for this post. MacOS is the closest though I have no reason to believe it as a MacOS only problem.

Does this tip from the help solve your issue?

Note: Lightroom Classic stacks the capture frame with the video clip. The stack is only visible when viewing All Photographs or the folder containing the clip. If you captured the frame while in a collection, the frame will be added to the collection but the stack will only be visible when in All Photographs or the containing folder. Neither the frame nor the stack will be visible when viewing smart collections, published collections, Quick Collection, Previous Import, or other built-in collections.

Sorry. I did not see your response.
No. The clip doesn't show up in the catalog but it is created on disk.

Try this:
1. Select the video, right-click it, and do Go To Folder In Library.
2. Do the menu command Photo > Stacking > Expand All Stacks.
3. Make sure the menu item Library > Enable Filters is unchecked.
4. Capture a frame, and it should appear in Library Grid view next to the video.
