They say to open "show lightroom prsets folder"
ad then there should be a folder named "develop presets"
Why don't I have that???

From the menu:
edit > preferences > presets > show lightroom presets folder

there is no presets folder....that's the problem
I have done all of the steps but once you get to the "show lightroom presets folder" there is nothing else. I have put presets in the "user preset" folder as directed by Adobe and she said they would then be in Lightroom but they are not. Am I missing a step??

If you double click the Lightroom folder you should see something like this.
The Path to that is C:\Users\YourUserName\AppData\Roaming\Adobe\Lightroom\Develop Presets.
When you click on "Show Presets Folder" in LR all that does is take you to the Top Level Lightroom folder. You have to Open that folder as there are many Subfolders under it. One of them being the correct place to put the preset you have downloaded.
You must put them in another Subfolder under the Develop Presets folder called User Presets or create a subfolder under the Develop presets folder to store them in. They can't be in the Lightroom Presets subfolder, that folder only for whatever LR comes with, or in the ROOT of the Develop presets folder. They have to be in a subfolder under Develop Presets.
