Mac and PC address drives differently. This is an OS level thing, not Lightroom directly and doesn't qualify as a bug.
You'll need to go to a folder on the drive (click the white triangle in the Folders panel on the drive) and choose 'Find Missing Folder' from the Right Click menu.
From there connect it to where it is on the Mac. Faster if there was one parent folder. You may need to reconnect many folders.

The thing is that catalog are created on Mac with smart previews, worked on PC.
But after upgrade to v13 it doesn't work.
I have no original photos. on;y catalog with smart preview. It's waht exactly a lot of people work

Ah.. I'm being dumb. You're expecting to see the Smart previews..

Look in the Catalog folder and check that there are Smart Previews there. Are there also Previews?

Nothing shows in Develop either (as that's where the Smart Previews work-which I know you know)?

What I think is happening is that when Lightroom upgrades a catalog, it upgrades the previews cache and the smart preview database and moves it from the previous version.
Who updated this catalog, you or the client? The client may need to send you an updated catalog. I wish I had a way to test this to confirm for you.

And that error message
matches what one could expect based on the ! mark in a circle on each thumbnail.
Are the previews corrupt?
