First up, that use of HDR Treatment. Is your Monitor specs up to the task? I think not based on all that red in the HDR side of the Histogram. Try without HDR Treatment.
Second up, what does LrC say about your GPU? What is shown in /preferences/performance?

Thanks Golding for your advice,
The HDR was selected therefore caused the error, and I have selected the GPU to Auto in Preference/Performance menu.

Your NVIDIA GTX 1030, is fairly old, released back in 2017. And it has only 2 GB of VRAM. The driver is up to date, but I suspect the age (think of capability) and the low VRAM, are an issue. 2 GB meets minimal Adobe LrC specs, but that may not be enough for AI. Something more like $GB of VRAM is required, but many are debating that at least 8GB is required. At 2GB LrC advanced features may fail, or at least slow to a crawl.
Second issue, and one you can and should remedy, is your default setting for the Camera RAW CACHE. Even Adobe states that 5GB is way way too small and recommends bumping that up[ to at least 20 GB. This will effect LrC performance in Develop Module edits (not in Library Module edits)

Thank you GOLDINGD very much for your answer. I'll start by changing the graphics card. After adding 20GB cache it remains the same so I have to replace the card

I'm having this issue too. I have never been able to use the lens blur feature because of it. I'm hoping to find a fix. There are several of the newer features that just won't work on my system. It's a fairly new computer and has the required specs. It's so frustrating. I also end up having to restart Lightroom any time I try to use a feature that gives me an error message because it stops showing me my progress in real time. Like, if I apply an adjustment, it will show in the thumbnail, but not on the developer screen so I can see what I'm doing.
