How do I open images from multiple lightroom folders as layers in photoshop

Move them all into a collection. Go to Grid View in that collection. Ctrl-A to select all. Then right click on the most-selected and choose Open as layers in Photoshop.
That's for Windows. On a Mac, it's Cmd-A and Ctrl-click.

you could try some options to select the images-
1) Select multiple folders by holding [Ctrl] as you click on each folder, then all the images within the selected folders will be visible in the Grid view.
2) the best way?- Create a standard Collection and add the images for Photoshop into the Collection. Set as the "Target Collection" and press to add any selected image to the collection- 'Open as layers' from the Collection.
3) the worst way!- View "All Photographs" in the Grid View and find the images to select.
4) very time consuming!- Use keywords to tag the images for "Layers" then filter for the keyword.
It is all a matter of "Selecting" the images you want in the one Photoshop document (as layers), then Right-click one of the selected images to {Open as layers in Photoshop}
