Would like to know if there is a way to determine the CROPPED image size before exporting. E.g. I have an image that is 19.1MB (EXIF). However, I cropped the image such that when exported as a JPG it drops to 1.9MB. Thank you.

No. The size is determined by a bunch of factors, cropping is only one of the factors, and is not known until the JPG is created. Not only that, judging a JPG by the file size is a mistake, the file size does not indicate quality (and does not indicate anything else except file size).
