Hi,
I am running Lightroom CC (Release 2015.14).
I have
1. installed the Camera Raw 11.1 using the installer.
2. checked the Adobe Application Updater and Camera Raw and Lightroom Classic CC says "Up to Date"
3. opened CR3 files in Photoshop CC that will invoke Camera Raw 11.1 working perfectly fine
4. restarted the computer (MacOS Mojave)
But, I still see only 10 in Lightroom. Any suggestions?

Lightroom does not use the external Adobe Camera RAW (ACR) plug-in. That is to say, you do not download ACR to work with LR (typically you do for Photoshop)
Photoshop does
Another product, the Adobe DNG converter, also, does not use the external ACR Plug-in.
Now, when you click in Lightroom, on the Help tab, then About Lightroom, a version of Camera RAW is indeed listed, but this is coded internal to the application. Same thing for the DNG converter.
Now, the current Adobe Lightroom Classic CC version (8.1) does in fact include the code from ACR v11.1. Same for DNG. Inverter v11.1
If you want the capabilities of ACR 11.1 in Lightroom, you need Lightroom Classic CC v8.1
One old unfortunate issue in LR is that you cannot substitute an alternate RAW converter for LR to use. (Within LR).

You write "Adobe Lightroom Classic CC version (8.1)" -- well, you see from my screenshot that I have "Lightroom CC (Release 2015.14)" -- Is this the same? I might venture to say that Adobe's naming conventions leave something to be desired.
The Adobe Application Updater just says "Up to Date"
I can only assume that I have not the right version as the CR3 files are not even shown when I try to import them from the hard drive.

LR 2015 equals LR6, the difference is the 2015 is subscription and LR6 was perpetual license.
When you have CC 2015, then it seems you do have a running subscription. If that's true, then you can upgrade to the latest version of LR Classic CC.
There are no further updates available for LR 6 since the perpetual license model is not offered anymore.
With release of the new Product LR CC (web-centric, your originals are always in the cloud), they changed the name of the desktop centric LR (files are locally, catalog) and added a Classic to it. Since it still is subscription and has cloud features it also carries the CC in its name.
LR CC 2015 -> LR Classic CC
LR 6 -> n/a
What is your exact OS and version - that may be the issue why you do not see the later upgrades?

Thanks for this insight! I do have a subscription (Photographer plan with Photoshop and Lightroom). You say that I can "upgrade to the latest version of LR Classic CC" -- I am still uncertain how to do this as I was under the naive assumption that paying each month and ensuring that an "Up to Date" is behind my apps in the Adobe Application Updater was all that I have to do. That does not seem to be the case.
I have 250,000 images from over two decades of shooting, so I rather keep them local. The cloud-based option never appealed to me.

Automatic update is not the default.
At any rate, you should, well actually must, have a small application called Adobe Creative Cloud Desktop application.
Open that, click on the Apps tab, if it is working (an earlier copy had issues) then updates should be listed,
If you are on a MAC, it’s up top, Windows should have an icon on the desktop.

Your app is way way out of date. You need to download and install a new copy
incidentally, see the three dots upper right, click on them, select check for updates (might have those words wrong)

As to Adobe’s naming. Yes a big kurfunkle on that. At one point Adobe decided that the Mobil part if Lightroom needed to be a full fledged application, and it needed to be advertised with the frigging smart phone crowd in mind. Some marketing fool at Adobe decided that it should be called Adobe Lightroom CC. This despite the first Creative Cloud copy of the full fledged Lightroom product was called Photoshop Lightroom CC, And, opps, call the full fledged (aka desktop) Photoshop Lightroom Classic CC.
Add to injury, the Adobe marketing advertised Lightroom CC as the latest greatest in big bold letters, etc. with basically a small print addition at the bottom of basically, oh and we still have the Classic Lightroom as well.
Caused a lot of confusion, hate, anger. Many customers are still pissed off to this date.
Oh, so sorry, no we are not discontinuing the Classic Lightroom, just wanted to push the new product they said.
The Adobe Creative Cloud Desktop Application, continues to add to this confusion as Lightroom CC is listed before Lightroom Classic CC, and you may need to scroll down to see it, and that is not due to sorting by name, after all Photoshop is listed first. Lots of users download the wrong copy, leading to obvious questions of what the heck.
So, if you want the proper full fledged Lightroom, that is Lightroom Classic CC
If you want the lesser copy for snow flakes and millennials that’s Lightroom CC.

Not interpreted correctly at all. You do not have Lightroom version 6. Your first screen capture proves that.
It is possible you have two different versions of Lightroom installed on your computer, and you are double-clicking on the one that opens the older version of LR. If you would be so kind, search your computer for different versions of Lightroom.
Also, I have never seen the "Adobe Application Updater". I have seen the Creative Cloud application which usually gives you a button next to the software name "Lightroom Classic CC" that says "Open". So, I'm not sure what you are showing us. Somewhere in your computer is the Creative Cloud application, you ought to search for that as well, launch it, and then click on "Open" next to Lightroom Classic CC.

The statement "It is possible you have two different versions of Lightroom installed on your computer," made me think. I knew I had once installed the cloud version, but upon investigation figured I would not use it, but that I might have 2 versions of the desktop one. Given the naming rules and lack of differentiation in the startup logo, I searched for "lightroom" on my computer and found 3 versions.

The one with the rounded corners is not Lightroom Classic, it is the new (and confusingly named) Lightroom CC where your photos are stored in the cloud. Just want you to be aware of what it is and what it does.
