Can LR CC import ON1 2020 sidecar files (extensions .ON1 and .XMP) so that I do not have to re-enter all my changes to nearly 10,000 photos?

No LrC and ACR can't read ON1 XMP files. ON1 can't read LrC XMP files.
XMP files are just Text Files that contain the specific settings for that particular program.
They should also be placed in a Subfolder with a Name like ON1 and then the XMP file. That way the ON1 or the LrC/ACR aren't overwriting one another.
