If the Surface is based on Snapdragon X, Lightroom Classic does not yet run natively on Windows for ARM. Lightroom does, but not Lightroom Classic yet. Apparently it’s possible to install Lightroom Classic in Intel emulation mode. If you need an ARM-native version of Lightroom Classic for Windows PCs, you might monitor this thread in case Adobe changes the status:

You can also monitor this Adobe tech article listing Adobe applications that run natively on Windows for ARM, because they will update it as more applications are made native:

If the Surface is based on the more conventional Intel processor, then there should be no problem installing Lightroom Classic.

Building on that, if you're in the US, the Creative Cloud app will install Intel LR Classic in emulation mode on a Windows ARM device. But if you're outside the US, you'll have to copy the application folder from an existing installation on another Intel machine. Several people have confirmed that works:
