The monthly subscription of LrC crashes Windows 11 everytime without fail, though no other application crashes the OS. It may run for 2 minutes or 30 minutes but will always end in a crash. I note there is a high instance of this issue in forums. I've disabled GPU in both the driver and LrC - no cigar!! The product is not fit for purpose in this state - is there going to be a fix?

If the entire computer crashes, that is either a bug in the operating system, a bug in a graphics driver, or a hardware problem. LR uses a computer much differently and more intensely than other apps, so it's not unexpected that LR would trigger an OS/driver bug or hardware problem more frequently than other apps.
Troubleshooting steps:
1. Update the graphics driver by going directly to the manufacturer's web site:
https://helpx.adobe.com/lightroom-classic/kb/troubleshoot-gpu.html#solution-4
2. After updating to the latest driver, do the LR menu command Help > System Info and copy/paste the entire contents here so we can see exactly which versions of hardware and software LR thinks you're running.
3. It may be that the cooling system is not working properly, e.g. the fans are clogged. There are many reports here over the years of LR triggering overheating (but not other apps) because LR uses the processor more intensely. Download the free Intel Power Gadget and monitor the temperature:
https://www.intel.com/content/www/us/en/developer/articles/tool/power-gadget.html
4. Run hardware diagnostics, e.g.

I find it odd after 41 years in IT that your assumption in your first paragraph would be correct particularly if only one application and numerous forums reporting this issue. Nonetheless, the laptop window OS is upvto date. I've ran a DELL hardware diagnostics - no issues, (particularly the fans). The graphics driver is the latest. Can't load LrC long enough to create a system info, however no issue wityh Photoshop which is stable. Reports available here.

It's been the responsibility of operating systems to stop apps from crashing the entire computer since, oh, 1960. If running an app crashes a computer, then Windows, Mac, and Linux architects would all consider that a bug in the operating system or a driver.
Reports of computer crashes associated with running LR that haven't been traced to graphics drivers or hardware problems, especially overheating, are rare. If you think they are numerous, it should be easy to provide many links.

Those diagnostics may test only that the fans are running, not that they are effectively cooling the processor when under load (e.g. if the vents are clogged). The best way to test the effectiveness is to observe Intel Power Gadget (or similar utility) as LR runs.

The Photoshop System Info shows:
Name: NVIDIA GeForce MX250/PCIe/SSE2
Driver version: 31.0.15.3118
That driver is a Game Ready driver released on 2/28/2023. There is a newer Game Ready driver available from 3/23/2023:
https://www.nvidia.com/Download/driverResults.aspx/200383/en-us/
Note in particular the first Fixed Bug on that page specifically references problems with the driver that you have installed with Adobe apps:
According to that page, Nvidia doesn't make Studio Drivers available for MX250. Studio Drivers are versions of the graphics drivers that receive extra testing for creative apps like PS and LR. Though Adobe and Nvidia recommend Studio Drivers, in general there hasn't been authoritative evidence posted here that a Studio driver is less buggy for use with LR than a Game Ready driver.

In a first step you should try to reset the Lightroom preferences.
https://www.lightroomqueen.com/how-do-i-reset-lightrooms-preferences/
It's recommended to backup your preferences before you reset the preferences to the default settings:
https://helpx.adobe.com/lightroom-classic/kb/preference-file-and-other-file-locations.html
If this doesn't help I would suggest a complete and clean reinstallation.
Please follow the steps below:
If you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut as that is just so much dead space to us non-Techs.

All fixed. The graphics driver has a utility that can customise it's behaviour by application. Lightroom is one of those applications.
