I currently have Lightroom 6 installed on my computer. I could never justify spending £10 per month on the latest version of Lightroom, as I only use it occasionally. It would be the same as paying large amounts of money every month for a car which you hardly ever used and spent it most of its time sitting on the driveway. Of course Adobe is not going to issue a standalone version now, because they are making too money from Creative Cloud. They could however, make a standalone 'Elements' version of Lightroom, which offered an essential feature set suitable for amateur photographers; in the same way that Photoshop Elements does. If Adobe were to release something like that, I would definitely buy it; as long as the price was reasonable.

There's not plan to develop a "Elements" version of Lightoom now and in the near future.
With Photoshop Elements you can done all (and more) what has been possible with Lightroom. For an amateur photographer who does not want to make large edits on his pictures, this is quite sufficient.
But if this so importent for you please goto to forum for feature requests. Adobe doesn't monitor this forum for feature requests.

There is a Light version of LR built into the PS Elements program. Something along the lines of Photo Organizer module/system. As for Adobe Camera RAW that is included also but I don't think it is updatd as often as the ACR plugin, PS & Bridge, and the built in version in LR Classic/LR Cloud + mobile.
And AFAIK there is not a PS-E web system or Mobile like in LR.
