Lightroom Sync Error re: destination folder

Hi, I kept getting the message upon opening LRC that Sync would remain pending because LR couldn't write to the destination folder /Users.  I looked at Sync settings in prefs and had my LR Sync folder as /Users/myUsername/Pictures/Lightroom Sync/ (I'm on a mac).  Then i went to Mac System Preferences > Security and Privacy > Privacy > Files and Folders and see that 'Adobe Lightroom Classic' has access to all 5 available folders, none of which include the Pictures folder (Removable Volumes, Network Volumes, Downloads Folder, Documents Folder, Desktop Folder)... I don't see an option to add another folder for Lightroom to write to (ie. it's current location /Users/myUsername/Pictures/Lightroom Sync/)

To confirm this was the issue, in Finder I moved my Lightroom Sync folder into Documents folder and the pending Sync started running immediately.

My question is, why am I able to put the Lightroom Sync folder somewhere it won't work?  Put another way, why can't I put the Lightroom Sync folder where I want (ie. the Pictures folder parallel with my Lightroom Library)?   I didn't want to give Lightroom full disk access because it seems to be designed to work with a specific folder for a reason and I don't doubt there's a good reason for that.  Any input appreciated.

edit: I'm also confused by the checkbox "Specify the location for Lightroom's Synced images" which apparently allows me to "Choose a preferred path for downloading Lightroom ecosystem images."   1. As mentioned above that doesn't actually seem to work as per the description.  2. What happens if I uncheck that box... does Lightroom choose to sync to some default location I have to go searching for?  LR documentation doesn't anything other than what happens if that box IS checked.

In the Mac System Preferences, do add Lightroom to 'Full Disk Access'. That should solve it and there is no reason not to want to do this.

I'm om 10.13.6 MacOS and have never had trouble writing during Sync.

I suppose I also don't see the 'Files and Folders' option you mention.

Are you logged into Classic and LR iOS with the same login?
