Lightrooom cannot open

When do I have to run Lightroom Classic as adminastrator in order for it to open? If I double click on the icon I get the error message, "Lightroom needs to be able temporary files in order to operate"

This is probably because something that Lightroom needs has been put in (or points to) a folder where you don't have write access.

What happens when you try to create a folder in the appropriate Temp folder?

No problem creating anew folder in theTemp folder, In this screen shot the tick marks are black, while in the previous shot the tick marks are greyed out.
