Start by telling us what app you are talking about. You posted this initially in the Lightroom ecosystem forum, but it was moved by a moderator to the Lightroom Classic forum, probably because Lightroom desktop does not support custom brushes. Lightroom Classic does, but maybe you are not even talking about Lightroom at all? Lightroom Classic won't lose presets and brushes if you sign into Creative Cloud again, because all presets and brushes are stored locally.

Logging out and logging in does not do anything to your presets, because presets are stored locally and Lightroom Classic is not linked to a particular account. This sounds like Lightroom Classic lost connection to the catalog and has created a brand new catalog. If no image is selected, then Lightroom won't show presets. You need to find your existing catalog and open it. Search your drive for .lrcat files.

As I explained twice already, there is no 'account' connected to your Lightroom Classic files. Lightroom Classic is not connected to any specific Adobe account, you only need to be logged into Creative Cloud, using any valid account. Can you post a screenshot? Please make a proper screenshot, not a photo from your screen. And please embed it in your message using this button, do not attach it.
