I'm trying to install Canon Print Studio Pro onto my new laptop and everything I see says to put in the this location: \Users[user]\AppData\Roaming\Adobe\Lightroom\Modules, but I don't have a modules folder here. Do I need to create this folder or am I missing something?

Yes, create the Modules folder if you don't see it there.
Note that plugins placed in the Modules folder get automatically loaded when LR starts, and LR won't let you remove the plugin using Plug-in Manager since it considers it "built-in". Some people like that, some don't.
But you can put the the plugin folder anywhere convenient. I have a folder \Users\john\Lightroom\plugins.

1. In LR, do Preferences > Presets > Show All Other Lightroom Presets. That will open Windows File Explorer or Mac Finder in the "Lightroom" settings folder.
2. Navigate into that "Lightroom" folder.
3. Create the folder "Modules" if it doesn't already exist.
