As shown in the screenshot, there is no option to import any photos, I cant even drag and drop to import.
Any help would be great!

1. Make sure you've granted LR Full Disk Access (not Files And Folders) permission:
2. Try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.

Sitting here at work, without Lightroom Classic on my work computer, it seems to me you need to be in the Library Module to have Import appear. You are not in the Library Module. (Of course, maybe that's wrong, if only I had LightrooM Classic on this computer I'd know for sure, but you can test this out in approximately 5.348 seconds...)
Also, try Ctrl-Shift-I (That's the Windows shortcut, the Mac shortcut is similar, but I don't know what the equivalent of Ctrl is on a Mac)

Thanks for your advice, I have tried the Comman+shift+I, but still nothing. And I am in the Library mode, still nothing.. Maybe it has something to do with the fact I just got my Mac updated and Refurbished. I downloaded Lightroom Classic fresh after getting my laptop back, uninstalled it, and installed it again.. so annoying.

There was another report about the same symptoms two years ago (missing File > Import Photos And Video menu item, missing Import button), with no confirmed solution:

Two more steps that might help:
1. Do a clean uninstall of all Adobe products (LR, Photoshop, Bridge, and any others you might have installed) using the Adobe Creative Cloud Cleaner tool:

Then reinstall just LR to see if the problem has gone away.
2. Create another user account and log into that. Does the problem go away?
