Need to reinstall Lightroom 4 on Windows 10 laptop

I have a new laptop and I want to install my lightroom license on it.  I have the serial number.  I went here Download Photoshop Lightroom and downloaded the Windows version.  I have to download an extract tool to extract the .dmg file.  I see a few files and folders now.  I tried to open a file named "Adobe Photoshop Lightroom 4.pkg" but it won't open.  I searched online and it said .pkg is for Mac only but I have downloaded the Windows file.  Any help would be appreciated.  Thanks!!

The links on the Adobe website are screwed up. They've got a Mac download linked to the Windows download link.

You need an .exe file for Windows.

Follow the Very Important Instrictuons (steps 1 to 5) BEFORE you click the download link.

When you get the correct install program...

Two ideas that MAY work to install and/or run old programs in Windows 10

-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)
