Newly installed upgrade from Lightroom 5.7.1 to Lightroom 6 will not open. Error 213:19

I was using Lightroom 5.7.1 but I recently bought a new camera and the RAW format is not accepted in 5.7.1. Yesterday I bought the Lightroom 6 upgrade and tried to install it. I followed all the instructions but when I open Lightroom I get error 213:19. I have also tried running as Administrator and get the same error.
