When I start Lightroom 6 (from year 2017) on my new computer it asks to sign up. I tried to use the scan and I use the: //to.adobe.######
I get an e-mail with the verification code and enter it then password insertion and I am signed in. I accept the software licensing agreement.
After that nothing happens.
When I start Lightroom again, it asks to sign up again.... I never get out of this loop!
Is there an alternative way to get Lightroom working again?

And indeed that has activated Lightroom. It was troublesome.
I tried it first on my iPhone and Safari, and this didn't worked for me (too small screen?).
Then I tried it with my iPad and Firefox, and now I saw what I have to do: enter the response code and next to it the enter serial number of my Lightroom.
And there is my responce code.

I had this same problem, trying to install Lightroom 6 (Lightroom Classic) on my new windows 11 PC build.
The kglad link didn't really reference the solution. But using this tip of "offline activation," I found this page: Offline Activation
which led to this page: Generate Response Code
then through trial and error, I found I had to turn off internet when I tried to "open the Lightroom App", then it would allow for an option that said "I am permanently offline" and to generate a request code.
which then when I input into the offline activation page along with serial number, I finally got a response code which I could then input back into the offline new windows 11 PC build. which then finally allowed it to activate successfully.
(previously I had tried to add my new PC build onto my Activated devices list but downloading and running a "trial" of another adobe CC product, AND install adobe CC desktop, neither of these ideas worked, only the above method of offline activation by toggling on and off internet on your computer). Hope this helps others with this frustrating adobe process.
