The keyboard shortcut Ctrl Shift A is assigned to two commands in French on Windows: Select None and Expand/Collapse Left Panel 2:

"$$$/Application/Menu/Edit/SelectNoneAlt/Key=Cmd+Shift+a"
"$$$/AgPanel/LeftPanelShortcut/Win/Panel2=Cmd+Shift+a"

Moving back to discussions - Team has determined that this is not a bug: 

"No duplicates for WIN platform.
As key is only for MAC "Cmd+Shift+a".

Closing it as designed."

Right.  The key $$$/Application/Menu/Edit/SelectNoneAlt/Key doesn't follow the naming conventions in TranslatedStrings, where "Mac" and "Win" indicate platform-specific shortcuts.
