When raw defaults are set to use a preset with HDR Mode: On, HDR mode doesn't get enabled for imported photos or when you reset the photos. But when you use the same preset as an import preset in Apply During Import, HDR mode gets properly set.
To reproduce on LR 13.4 / Mac OS 14.5:
1. Download and open this catalog:

2. Import the preset HDR.xmp from the catalog folder. It sets Exposure = -1 and HDR.
3. Set Preferences > Presets > Global to the preset HDR. Uncheck Override Global Setting For Specific Cameras.
4. Right-click the subfolder "photos" and do Synchronize Folder, with the option Show Import Dialog Before Importing.
5. Click the import option Add and import the three photos.
6. Take each photo into Develop and observe that Exposure = -1 (correct) but HDR is not highlighted (incorrect). Click Reset and observe that HDR is still not highlighted.
7. Remove the three photos from the catalog without deleting them from disk.
8. Sync the folder again, set the import option Apply During Import > Develop Settings to the preset HDR, select Add, and import.
9. Take each photo into Develop and observe that Exposure = -1 and HDR is highlighted (both correct).

It would be helpful to understand why HDR is the only Develop setting allowed in presets that doesn't work with raw defaults. Even Auto Settings, Lens Blur, and Masking can be set in raw-defaults presets.
Also, why is HDR allowed in Apply During Import presets but not raw defaults?
This seems more like an "as coded" justification rather than "as designed".
